Dave Mitchell, Senior Subject Matter Expert

Dave Mitchell serves as a Senior Subject Matter Expert for TSSI. After a 24 year career with the Prince George’s County Maryland Police Department, Dave retired as Chief of Police. For the next 8 years Dave served as Superintendent of the Maryland State Police (MSP). Most recently, he completed a 5 year tour of duty as Delaware’s Secretary of Safety and Homeland Security.
In his capacity as Delaware’s Secretary of Safety and Homeland Security, Dave developed the Delaware Information and Analysis Center, (DIAC) a state of the art fusion center that espouses and “all hazards” approach to homeland security and coordinates local law enforcement, EMS, and fire service issues. As Superintendent of the MSP, he served as a member of the leadership team directing Maryland’s response to 9/11 and Chaired the Governor’s Homeland Security Work Group which helped draft new legislation to strengthen Maryland’s anti-terrorism laws.
Dave graduated Summa Cum Laude with a Bachelor’s Degree in Technology and Management from the University of Maryland, University College. He earned his Master’s Degree in Public Policy (financial Management) from the University Of Maryland School Of Public Policy. Dave earned his Juris Doctor degree from the University Of Maryland School Of Law. He is admitted to the Maryland and District of Columbia Bar Associations.
Dave is a member of the International Association of Chiefs of Police (IACP) Homeland Security Committee, Firearms Committee, Research Advisory Committee, and Criminal Justice Information Sharing (CJIS) Committee. He brings nearly 40 years of law enforcement experience to TSSI.
