Mr. Jeff K. Beatty serves as a Special Senior Advisor to the current TSSI President and CEO, Don L. Rondeau. Mr. Beatty is believed to be the only U.S. citizen possessing senior-level experience in the U.S. Army, CIA and FBI. He serviced in the U.S. Army, where he was a Delta Force Assault Troop Commander and Operations Officer. Mr. Beatty was later recruited by the FBI to serve as Special Agent and advisor to the FBI’s Hostage Rescue Team (HRT), with an emphasis on security for the 1984 Los Angeles Olympics. He then went on to serve at the CIA Counterterrorism Center. As a CIA Operations Officer, he served at several locations in Europe and in the Middle East, where he prepared many successful operations against terrorist groups responsible for the deaths of Americans and helped to thwart a terrorist attack.
- On June 30, 2010, Beatty led the First Observer program's pilot training session of 60 parking lot officials and representatives on how to spot suspicious vehicles carrying hazardous materials or other activity that may signal the planning phases of a terrorist attack.

Mr. Beatty has led training efforts for thousands of Transportation workers (Trucking, Intercity Bus, Transit Bus, and Subway) and First Responders (Law Enforcement, IACP) since 9/11. Mr. Beatty led the development team for the curriculum of the initial Highway Watch® training efforts. Throughout the association with the program, he led the team of Train the Trainers, not only for Highway Watch®, but the subsequent School Bus Watch program as well.
Mr. Beatty assisted in the development of the Solid Shield® Vehicle Screening System, a stationary or portable program that integrates several proven technologies, including the use of smart sensory technology, to detect possible vehicle bombs or other threats. Patent held by Mr. Beatty.

Mr. Beatty’s unique qualifications include anti-terrorism plans, training and consulting with emphasis on transportation and homeland security. His methodologies uniquely qualify him to anticipate and, when adopted by clients, prevent a terrorist attack.
Mr. Beatty is well-known for his proactive preventive strategies and resource allocation to deter terrorists as well as for planning a strong, effective emergency response after an attack.

Following 9/11, his testimony regarding transportation security issues, including aviation, was sought by the U.S. Senate in October, 2001.
