Our Public-Private Partnerships in Homeland Security and Critical Infrastructure Protection

Transportation Security Administration - Trucking Security Grant Program
First Observer TSSI is working to develop and implement a Trucking Security Program (TSP) that effectively secures the surface transportation industry from potential terrorist attacks. The aim of this anti-terrorism, security awareness program is to protect our nation's highways and critical infrastructure comprised of key resources whose destruction or incapacity would have a debilitating impact on our nation's safety and security. "First Observer" encourages transportation professionals to observe, assess and report homeland security risks and potential security breaches.

"Our highways are our nation's greatest asset and yet are also one of our greatest vulnerabilities. Our economy and supply chain greatly depends on the stability, safety and security of this critical infrastructure," said Don L. Rondeau, President and CEO of TSSI. "TSSI has extensive experience providing agencies with the ability to rapidly respond to emerging threats. We've assembled a team of world class experts who will prepare millions of eyes and ears that are already traveling our nation's roadways to observe, assess and report risks and improve national security."

Through this $15.5 million grant, TSSI is a key member of Team HMS that encourages program participation by identifying and recruiting new motor carriers, individual drivers, first responders and highway workers to spot and report potential hazards. In addition to the more than 1.4 million Teamsters and 162,000 members of Owner-Operator Independent Drivers Association (OOIDA), Team HMS plans to expand the program's recruitment base to include trade and professional organization, trade unions, state DOT employees, school bus operators/organizations, highway works, truck driving schools, equipment rental and leasing companies, first responders and port communities.

In addition, TSSI will identify high-risk scenarios and conduct a hazard analysis to determine those crucial items to watch for and will train participants in what to look for and how to react and respond. First Observer includes providing TSA with 24/7 call center support to provide anti-terrorism connectivity with law enforcement, responders and national-level entities and the maintenance of the Highway ISAC collocated with TSA's Transportation Security Operations Center (TSOC).

TSSI's activities on behalf of this program include development of a comprehensive training program for each individual transportation sector covered by the TSP; detailed analysis of training presentations to determine the program's overall effectiveness and make changes as needed; staffing and administering the Highway Information Sharing and Analysis Center (ISAC) to ensure all calls made by TSP participants are effectively managed and seamlessly integrated into the nation's homeland security infrastructure; and serving as TSP program ambassador to potential training partners within the targeted surface transportation industries.

Center for Security and Technology (C-STAT) TSSI is playing a key role in launching the Center for Security and Technology (C-STAT), the nation's first "post-9 /11" all hazards training facility, planned for construction at Maryland's Aberdeen Proving Ground. The facility will provide multi-disciplinary training in homeland security, disaster preparedness, and emergency management to private sector personnel and their federal, state and local counterparts, who will train together to learn the science and best practices of anti-terrorism, disaster response and urban warfare. This unique blend-the joint training of people in the public and private sector communities --will result in a first-ever federal facility that injects valuable private sector knowledge and experience into the early stages of research and development.

TSSI is involved from the ground up in planning and developing this real world, live-action education and training center for federal, state and local personnel, private sector companies and owners of critical infrastructure. TSSI security professionals will advise the business and defense community about the capabilities of this innovative training facility, establish key public-private partnerships and provide program management support.

C-STAT's secure, technology-driven facility will pave the way for improved threat identification and analysis, planning, asset protection, rapid response and recovery and training programs, and will bring the nation's top research and development companies together in a cutting-edge facility. The 1300-acre campus on a secure, federal installation will contain a wide array of mock urban scenarios including comprehensive critical infrastructure that can be used for large-scale group exercises. Water access will allow for maritime and port security training. The facility will also contain a variety of educational, meeting and administrative space, lodging and recreation amenities. C-STAT's proximity to Washington D.C., offers accessibility to maximize training opportunities.

TSSI's Critical Infrastructure Protection Strategic Advisory Group (CIPSAG) will advise C-STAT and its clients. These national homeland security experts include former FEMA Director Joe Allbaugh and Major General Wallace Arnold (U.S. Army. Ret). TSSI is proud to be a partner in this multi-disciplinary approach to training, a fine example of the public-private partnerships necessary to provide the best homeland security, disaster preparedness, and critical infrastructure protection possible.
